I found this 1960 D cent this morning and it has a pretty good chip in it.

Not sure but it looks like it took a hit across the 0 and the middle of the 6 , you can see the circle of the 6 is not finished and the material that was there is now moved.

The circle of the 6 that you are referring to is always open. I definitely agree that the 0 has been struck.

No, it is a die chip. The chipping of the small date dies were the reason they rushed to create the large date dies. Thus all the RPMs on that year because they were rushing the process to fill the quota.
