At first glance, based on the "N" in "ONE," this looks to be a typical case of MD, but the "LURIBU" in "PLURIBUS" has me confused. It looks like DD in that area.

That is Machine Doubling. Note on the bottom of the 'O' on ONE. See how that device is reduced compared with the top. Not hub doubling.
