I have a Nebraska prison token with what looks to be a Lamination error.
Any thoughts?

Not a Lamination error. It looks like gunk got on the token. Did you try to scrap it off carefully with a toothpick yet? If it comes off, then it's gunk of some kind.

What gets me is the spots on question are raised more than the rest. Like what coop said, it could have been played at one point?
