Question About Die Breaks / Cracks On The Rim

Im asking these 2 questions because many years ago I read an article on the web***with a shaker of salt lol?*** and I cannot find the article nor one of the coins that I do have for a photo (their in one my jars?)and it has bothered me for years not knowing if its true So I figured I would ask the people who would "really" know with 1 simple diagram ....not 27 8x10 color glossy pictures. (that was a laugh for us older folk...I hope lol)
#1 can a die break run up onto the top of the rim? and are they considered rare? area circled in blue.
#2 does the "actual" die end roughly where I put a black line?)
"My guess" is that it is not a rare occurrence just that they are worn off fast either in one the mints steps or circulation as it is one of the highest points or the design is just transferred up onto the rim by pressure-or lack of- during the strike?
Any help would be appreciated
