I was surprised to see few coins from the State Quarter series that were painted on the reverse.
What's up with that? Promotion thing?
The coins belonged to man who past away, So no information regarding origin.?

Someone painted them to sell as a novelty item. No coins come from the mint with paint on them. By the way, the paint only damages the coin and adds nothing to the value of it.

Yeah but 50SQ tags it as the US Mint, aka home of the ugly modern circulation coins.

Is that painted or is it just a decal placed over it? Looks like the latter?

They circulate because the heirs go to sell the "fabulous rare collectables" and find out they're worth face. So they dump them in the bank for people to find and ask about.

I get dollar coins from my bank to use in Project 100K. Some that are painted, some are gold plated.

You will - if you care to delve into it - find these with stickers, decals and pad-printed. Also plated (gold, silver, platinum), selectively plated (gold highlights) and I'm sure there are several ways of abusing the poor things I didn't list.

A sticker has an opaque back (paper, plastic). A decal is a clear film back (if they are full sized there's no real difference). Pad-printing is a soft pad that presses against the ink then the object (watch too many "How it's Made" videos and you will see this.

Not silver plated. They maybe silver coins. But HSC were selling coin that were normal/platinum (?) or gold plating. (altered normal coins)
But how can you tell? Two ways:
1. try the tissue test to see if the color for a normal and silver coin is a match or different:

If they are not match, then try a known silver coin and the questionable coin to see if they match. A match in the same color of whiteness, it a good thing.
2. If you want to check the edge of the coin, you will see the reeds. Make a small scratch between the reeds to see if copper shows. If so, then it was a plated coin.

Not a decal, but pad printing.

Dot matrix coloring is characteristic of pad printing.
This is the technique used by mints for coins to be issued into circulation.

The quarter pictured has no numismatic value, but has quite significant value as a miniature artwork.

Besides, I quite like it !
