It's heavy die wear with Die Deterioration Doubling. The doubling you are seeing on the mintmark looks like Split Plate Doubling. Errers and Varietys. Report this Post to the Staff

The right side of the 88 on the date and is a Die Deterioration issue on the die. The area SE of the mint mark is split plating that happened after the strike. I know, because I took that image.
