It was struck on a very worn die (Very Late Die State). It's heavy die wear with Die Deterioration Doubling. The doubling you are seeing on the mintmark looks like Split Plate Doubling.
Here is the original image from my image host: The mint mark punch damage is on the left side of the mint mark. The right side of the 88 on the date and is a Die Deterioration issue on the die. The area SE of the mint mark is split plating that happened after the strike. I know, because I took that image.
