Looks like die wear has caused the T in Trust to move and stretch outwards near the rim. That's the normal part of the Minting process.

It should be in a straight line. The coin may have had a hit on both sides of the 'T', Moving the device towards the rim. Or a contact mark on the center pushing it away from the rim. Or both. It shouldn't look that way. PSD

Now that there are 2 separate coins, that look very much the same, might it help in identifying what may have happened?
I literally was just about to ask the same about this coin too....
here is the 1998 that I have (i would think? but I have been wrong many a times so please correct me if I am) that being roughly the same issue a PSD would be unlikely? maybe Grease filled? note the cracks on the top of this one?
Thank you for any help

Glad you posted two images. The tops of the device shows a gray area. So those areas are split plating. From the central area it looks like die flow in that area. Nothing collectable, but the second image showed the gray (zinc) that is not visible on the first image. The raised area on the up right of the 'T' might even be where the zinc is raising from the reaction of air and zinc? Either way, it is spendable.

not to cut into someone elses post (Thank you) just odd I had the same date and issue coin right in hand.
I realize it is not valuable, and you are correct coop as the plate is split. I just figured the coin popped on each side of the T but the raised center and horn design matching on each side it just looked odd and I was literally going through a "look at closer jar" and had the same coin in hand as wendells original post.....odds?
