Giving todays situation in Illinois it should be the back of a uhaul truck heading towards the state line.

How about a photo of Al Capone on the Obverse and a Gun for the reverse.
Could have a picture of a person with his hand in a ballot box.

Should have a toll booth on the obverse. The only state that you pay more in toll fees over gas prices.
