It's hard to completely tell...is that a die break through the ETH in ELIZABETH?

Could it be a Cud? Is the surface raised?

It looks to be the start of what may have grown into a large Cud on later coins struck from that die, if let go by the mint workers.
Here's a picture of a severe Cud on a 1964y Perth Penny to explain what I mean.

Hell. Mine dips at the flaw. It is not just a crack running through. The error part is lower - if that makes sense. hard to photograph. Veronica
