Securing Capped Bust Dimes In Dansco Album

I began working on a mid-grade Capped Bust Dime collection last year, and bought the Dansco Bust Dimes (1796-1837) album. Dansco did not succeed in providing holes that snugly keep the coin from rotating around.
It is not just that the diameter after 1828 was reduced by 0.3 mm. On the second page the 1823/2 in the bottom row fits nicely and stays put - the only one of the eleven so far installed - but the 1821 just above it swims in its spot. And all of the smaller post-1828 dimes move around even more.
I have not tried contacting Dansco, as this is not exactly an urgent problem in today's world. I also have a 7070 and so far have not had the same issue (although the Seated Liberty half dime almost did not fit in the hole).
Has anyone else had this experience of 'loose coins' or developed a fix? Eg., I saw a post somewhere about a collector making some sort of flexible collar to correct the diameter. This seems like a lot of trouble, but I would try it if it could be made to work and not cause any long term storage problems.
These are said to be 'better' storage albums, and are advertised as such, so I am surprised that they allow such sloppy tolerances. Do not mean this to be a tirade, but isn't this pretty much the core of what they do?

I think that the size of each coin varies because of irregularities. They make the hole so it fits the largest coin.

That is news to me, but you may well be right. But I would have thought that the specifications determined by the mint are for the most part obeyed, though. Once the die is cast, etc. Plus a uniform coinage was understood to be paramount for a new nations reputation in the world, so it's not like there was such a hit-or-miss situation with diameters.
With CB Dimes the diameter went from 18.8 mm down to 18.5 mm in 1828 -- a 0.15% alteration. The sloppiness in the album manufacturing is a whole other degree of magnitude.

The problem with earlier coins is that they were struck without a collar, so their diameter did vary.

I solved the problem in my 7070 by making shims. I find a cardboard 2x2 makes good donor material.

You will find the same problem with Whitman albums. Just ask Mark1959 - he is completing a Whitman Large Cent album.
