It is a incomplete planchet, with the area in question called a clip. The reason it is wrong to call it a clipped coin is an error in the process. The coin isn't clipped while being struck. The blank had a clipped area missing. So it started out a blank with a clip. When it was run through the upset mill, it became an incomplete planchet, because of the clip. As with this case the coin has, a Blakesley affect on the obverse rim area 180 degrees from the clipped area. So now it is a coin that was struck with an incomplete planchet, because it has a clipped area on the coin.
