I found a 1996 D Lincoln Cent with wrinkle just below VDB initials. Has anyone seen this before?

Ffirst, welcome to CCF. Second, those are some very nice close-ups. With regard to the "wrinkle" below the desogner's initials, is is most likely a small plating bubble. I guess that it could instead be a small die scratch. Either way, I don't see much extra numismatic value for your coin.

I agree with Spence. It is either a small plating bubble or a small die gouge, maybe from a feeder finger.

If a die gouge, it's a neat find with no real added value. If a bubble, it is common, not neat and worth face value.

It just may be a die clash if not a plating bubble. The T or S of STATES rides/right under coat and VDB

That's a possibility for sure. I didn't even think of a clash, but that's probably because there are no signs of a clash elsewhere.

It's really isolated. It does resemble the top of the T, but that's hardly conclusive.
