Found this on my first day of coin roll hunting, so not sure if this was done at the mint or after...any advice?

I'd say it happened after the coin was minted because the design appears folded into the coin. If something got between the dies and the planchet, the devices would be missing.

Not an Mint error. It's all Post Mint Damage from a plier or vise-grip.
