found this in my cash this week. all the hi areas show copper color. I know that there is some copper in them, but is it steel then plated with copper and nickel over top?

Nice find!
Steel plated with nickel then copper and finally another layer of nickel.
"Dipping" is not considered cleaning...

Could this be a Dryer Coin to cause the wear?

Just weigh it, it doesn't look at all like a Dryer Coin and not that much wear to lose the original plating, get it XRF maybe on wrong planchet
