1999 P De Quarter Seems To Have Errors

1999-P-De-Quarter-Seems-To-Have-Errors
The 1 in the date seems to be gone. I looked at it through a 60x Jewelers loop. You can't see the 1 like you can in the pic. And the reins seem to be gone as well. It does have a broad stroke. Opinions?
