Not a DDR, just extreme Die Deterioration Doubling from an extremely worn out die (Very Late Die State). A true Doubled Die would look nothing like this. here's what one would look like. separation lines (AKA spread) are visible and the devices are increased in size.

Here's a 2013 D Lincoln Shield cent with severe Die Deterioration Doubling (Very Late Die State). Can you see the differences? The letters don't show separations lines, just mushy letters and doubling from heavy Die Deterioration.
