So I was just going through a roll of quarters and came across this. Its completely bronze in color, is this due to major wear?

Wouldn't dirty coins go dark, not completely bronze

Look at the copper color on the edge of the coin? If it were a missing clad layer it would be that color, not a lighter shade. Also the devices would be weak if the clad layer was missing before the strike.
Bronze-Color-1998-P-Quarter
The weight would be under what normal should be. This looks like a normal coin. If you carried it in you pocket for a weed with other change, the color would turn silver. If it were a missing the cladding, it would remain dark in color. (which yours is not.) Just a coin found outdoors for a time.
