Looks like a normal Lincoln Cent with one of those Franklin Mint miniature dimes encased in it or similar maker. Never saw one before but not a valuable item. May have a little collector value as a novelty coin but it certainly is not something that the US mint ever made.

Oh yeah to CCF, I see you're new.
