Should I Get A Star Review If Grade Has Already Been Bumped Up?

Let's say that I have a coin in an old NGC slab that is MS 68 with nice color. The coin would probably be MS 67 without the color, so it probably got a bump up for eye appeal. If I resubmit for a star review, am I unlikely to get it since they already marked the coin up a grade?

moxking, this is more a hypothetical. If NGC gets a coin with outstanding toning, do they both bump the grade (if it makes sense to) and give star?
