Perhaps a bit of Machine Doubling, that's all I see.

Very slight Machine Doubling. Note the affected area is just reduced in size.
Hub doubling increases the size of the devices:
This is one of my coins. 1964-D Business strike DDR
1960-P-Large-Date-Cent-DDR
Note the second hubbing is toward the rim, thus the spread at the top of the devices and above the bottom loop of the 'U'?

Note the spread that makes these devices taller?

Note the bottom of the devices? Note how the single leg is extended? Note on the 'E' the bottom and middle part of that device is taller than the top part of that device? That is from the spread between the hubbing. With just having marks on the devices don't count. There should be a reason for the notches. That is the spread between the two different hubbings. Hope this helps.

getting the light right is difficult but here's a different 1960P large date with doubling for sure.

These new pics do look like a minor DDR. The bottom left of the N in CENT looks a bit like WDDR-012.
