It does look like a die crack on your 1999 one cent piece,nice.

how can you tell for sure? Looks like it could be a strand of hair lol. Would be nice to see close up of it to see what it actually looks like.

Looks like a die crack. The shape is uneven and the end near the base of the Memorial, is where the twist of the die to be from the obverse side but area.
