It is Machine Doubling. Since the devices are incuse, the rules reverse. A DDR would have smaller/thinner letters and MD creates larger/wider letters.

As these letters are incuse, hub doubling would affect it differently than raised letters. A doubled die would cause these letters to be thinner. However since doubled dies caused by the newer single squeeze process typically only affect the center of the coin, we probably won't get see how a doubled die would affect these letters on the ATB Quarters. However, we can see this effect on the incuse EPU letters on shield cents.

See how hub doubling (a doubled die) affected the incuse letters in E PLURIBUS UNUM, they are thinner:

Here is a thread I created for these. It is MD on incuse devices. Not a doubled die. No premium. This happens on 70% of these quarters, weak or strong MD.
