A roll of 1983 cents has 2 coins with this exact damage. Not sure what the cause of this damage is but the dies seem misaligned.

I looks like a sharp edge on the die. Damaged and raised. When it strikes, it pierces thought the plating. Note how it flows behind the devices? That is why it is a die issue. If it were PDS, it would have cut through the tops of the devices.
