Today I got this quarter 2000 Philadelphia that looks like 90 percent silver its very shiny and it has no copper edges any where looks solid silver I need help in finding out if I'm right

Looks like you found a proof strike. It's not made out of silver but it's still a pretty cool find in circulation. They pop up from time to time. They are usually sold in sets when they release that coin into normal circulation. Not worth much more than a regular quarer now that's it's been dinged up from being released into the wild so to speak

It looks different from a normal quarter because they use a special die that is polished and a lot more detail. But it is not silver sorry to say

The easiest way to tell if it is plaited is to make a scratch between the reeds on the edge of the coin:
