Obverse doesn't look like ED to me .Do you have a photo of reverse ?

I never seem to understand this business.
To be cost effective, a 1943 steel cent would have to grade MS67 or higher. Did the submitter think it was a 67 with ED on it?

Not exactly. MS 66 can easily bring a nice profit and depending on the submitter and the initial purchase price a 65 can make large bulk submitters a small profit.

But yes some submitters do not know what they're doing. If it was a bulk submission there are other reasons it could have been there such as an accident or being necessary for the minimum number of coins

How knows. It could be any number of reasons. One that comes to mind, sentimental value. A WWII veteran had it in his pocket during the war and he came home alive!

Check the coins on either side of the cert#... another ED steelie, and other low value coins.
