That looks like a plating issue, zinc rot bubble.try to poke it with a toothpick.

Hi Chase. I had already poked it good with a toothpick and it stays firm. It resembles other die chips in on line references. Thanks

It is from split plating. It rises from zinc rot and will be firm for a while. No premium for this.
