1987-D Lincoln Cent - possible new RPM? If not, what is this?

Also, is it possible to safely remove the gunk? I'm willing to do anything as long as PCGS wouldn't grade it as "cleaned." I guess I want to "restore" it.

Rather than an RPM, it looks more like split copper plating is letting the zinc core start to corrode, much like the coin in this prior thread with an excellent explanation by @coop:

Even if it was an RPM, I would still probably chuck it in the river lol. Condition of that cent sucks.

OMG an RPM is an RPM! Condition doesn't affect RPM rarity! That is, if it were an RPM, which it isn't.

But it is not a RPM. It is just a split plating issue and the coins time is clicking down.
