Zinc plated copper, gas bubbles pop exposing the underlying zinc. a/k/a zinc rot, etc.

Everyone is commenting about the end result. The cause is the issue. The coin was struck with too much pressure and the plating split. Then air got to the zinc and started the downhill battle from there. No issue with the dies, just the strik. Spend it while it is still a coin.
