My memory is telling me Hamburg mint, but I can find nothing to back that up.
Rest in Peace

Only thing I could find was the German 10 Euro commemorative KM# 247 which does commemorate the Hannseatic League, the partnership of German States...hmmm. It is made like a commemorative with denomination but the German Mint didn't produce the 5 Euro it seems, so has to be a private mint set issue?

Between the double lines under the ship, left and the right, is there some text?
If Hamburg mint and if Germant Mint, there should be " letter J on the medal
