I believe it is a commemorative coin dedicated to the opening of the Bank of the Netherlands Antilles, or its museum. I think you are correct that the item you have shown is a medal commemorating the opening of the museum: "The Money Museum opened its doors on February 28, 1993 as a coin museum in Breedestraat, Punda.
