I would say no on both, with interruptions clearly visible on each set.. Just spenders to me.

Bate. Actually there are many more considerations taken into account
for a Jefferson nickel to get the FS designation than no break in the steps.
And both PCGS and NGS have different requirements. NGC is tougher on them.

I tried to check the PCGS site for examples.the ones they graded asFS, I would not call them full steps. The ones I would call full step, they were call that. So I gave up on them and the bell lines on halves. Just don't see constancy on these.
