The Red Book divides proof sets into four distinct periods: vintage (1936-1942), classic (1950-1964), SMS (1965-1967) and modern (1968-present). The SMS and modern issues are easy to find and in some cases can be purchased for close to issue price. The classic years are also available, but can be expensive (over $100) prior to ~1958. You're going to have to look for the vintage ones. And it's going to cost you over $1000 each in most cases.
I've seen sets from 1950 to present for sale on several large online dealers. I've never seen the older ones - then again, I can't afford them so I'm not really looking
