Anyone have any ideas on what caused these marks across E.PLURIBUS. They don't seam to be scratches. Appreciate any help.

to the CCF! Those are contact marks that are post mint damage. It did not leave the mint that way. It could have came from another coin or a myriad of other things.

The contact marks and the EPU are both incuse. The contact marks are not as deep as the EPU. When the contact marks are deep, then they affect the EPU:
