I found this coin counting down registers last night and it seems to have a double stamped year. Very neat. But I can't find any information on it.

"Painting" the coin most likely removed any numismatic value the underlying coin may have had. Keep it if you like it, sell/spend it if you don't.

Some of the painted quarters were actually stickers added to the coins surface. No extra value as mention on a plated, painted, re-processed, artificially toned or damaged coin. Collectors want the natural finish. Non coin collectors buy stuff like that.
