It's so smooth and shiny I can see a reflection on it. Is this a proof that got put into circulation? If not why does it look polished?

I'm fairly sure the experts are going to want to see both sides of the coin..

maybe someone can make a determination form the revers image - but unlikely...

Yes it is an impaired proof, has been circulated and discolored.

Hard to tell 100% from those pictures. A new master hub was introduced in 1969, thus nice fresh dies. Compare any 1969 to a 1968 and the difference is obvious.

1969 business strikes can be very sharp with nice, square rims. About the only way to tell if it's a proof is if the fields are mirrored. Even an impaired proof will retain the mirror characteristics. My point is you can really tell by the strike, you have to see traces of mirror.

I don't think it's a proof. The devices aren't sharp enough. It is (was) a nice unc coin at one time though!

Interesting find. I was ready to call it a proof with certainty until BadThad offered information I did not have. It does seem to have mirrored fields in the photos.
