Second, I agree with @occirats that your cent has multiple blisters where the copper plating has a hole in it and the underlying zinc core is now starting to deteriorate. One of these blisters has nearly engulfed the letter I in IN, but I also see that the last digit in the date is tough shape as well. They shape of these blisters is generally round and it is just a coincidence that this specific one looks so much like a letter O. There is no numismatic value for this beyond face value and your coin can be spent safely.
