looks like the other craters on the coin...that on just landed on the "I" in 'IN'....
you can see the top of the 'I'.....Dunno

I see what your talking about ..that's what I don't understand the O is very rounded but I'm not sure. Thanks for your opinion.

It is PMD. Most likely from zinc rot. Notice a similar effect in the field below LIBERTY and to the left of Lincoln's head.

@oncoin, first welcome to CCF. Second, I agree with @occirats that your cent has multiple blisters where the copper plating has a hole in it and the underlying zinc core is now starting to deteriorate. One of these blisters has nearly engulfed the letter I in IN, but I also see that the last digit in the date is tough shape as well. They shape of these blisters is generally round and it is just a coincidence that this specific one looks so much like a letter O. There is no numismatic value for this beyond face value and your coin can be spent safely.
