The bumps in the fields is plaing over dust on the planchet.
The bow tie area is showing that the die was over polished, thus those devices are thinner on that area. (note lapel is also thinned by the date area. Probaby a strong clash happened and the area near the bow tie area was touched up thinning that area)
I don't see zinc rot, it looks like the plating is/has thinned on the neck.

Your coin just has a plating issue, since it was plated on a dusty Planchet. No premium for this as it's very common. Worth face value.
