Develop some contacts in countries of interest, then go with them. You'll pay a premium to someone, no matter what, nothing is free. I wouldn't walk in the Central Bank and wait in line or haggle over condition with some teller without reward, so expect to pay me to do that on your behalf. Don't send money to anyone without your goods in your hands, first. No exceptions, including their pleasant nature and All-American smile.
Having said all that, do decide what and why your interests are what they are. Anyone can buy stacks of cheap notes and he'll have the same stacks of cheap notes everyone else has, too.
You're better off with complete series or just the couple of medium- to high-denomination notes. You can buy the low stuff for a dollar today and a dollar in 15 years, as well.
Africa and Asia seem to be fine, but do your homework. Avoid South America as a continent, and countries like Vietnam, Bangladesh, and especially post-1979 Iran. Buy no Iraq, regardless of what anyone tells you. The Iraqi Dinar canard has been around since 1920, and milked a lot of people. Once cheap, always cheap.
Be very aware that the people who sell bundles of cheap notes know you better than you think, and you are putty in their hands.
