I have seen plenty of Seated coins with this type of unattractive toning with CAC stickers. The photo is bleached out which gives it the blue cleaned hue. Try posting different photos. I'm wondering if someone had painted it with enamel or lacquer at some point and what you are seeing is the remains of the paint.
