Proof Quarter With Wrong Mint Mark?

I got this as change today and pics might not to it justice but this is 100% a proof. I've owned many sets and this looks like it's straight out of it. Most of the older proof coins were not like that years ago, but the frosting/cameo used to be on the early proof dies only. But now they are pretty much on all of them now.
