Does anyone know what kinda Penny this is? It's not worn off, it has multiple little bubbles, the photo is crape, but you can feel the extra layer over the coin

Lincoln Memorial?
Terrible photo, but it looks like 1983, so it's copper plated zinc.
Looks like some of the copper plating has worn off, exposing the zinc.

Possibly looks like the cent was glued obverse down on something. The cent is discolored, not silver.

@Jtntris77, first welcome to CCF. Second, I see that you don't feel like the copper plating has been worn away to show the zinc core underneath. It looks to like something has stained or discolored the plating on the front of this coin. Maybe something as simple as soot from a candle or more complicated like a chemical reaction from a mild acid. Regardless of the cause, it doesn't add any value to this cent and you can safely spend it.
