Note on my extreme example, who the date and mint mark are affected. Your coin shows the same thing on the tops of the digits just like the mint mark. The die is hubbed. The mint mark is punched in later. To have both showing movement in the same direction as the mint mark, means it was a striking issue, not a RPM.
