It is MD, the devices are reduced by the effect. Hint: note direction of the effects over the whole coin, all going the same as side to side....a hubbed event is 1) rotational, or 2) centered in specific areas(EPU), ONE CENT, USofA...usually, but not always. But direction usually puts you in the right ID camp 90-97.925% of the time.

Another hint(w/ lesson): What are hubbings? They are the process of adding details to the masterhubbing die(of which ALL OTHERS come from). They are applied in stages. For instance, the outer design may be entered first, then the Memorial which has the outer details already, but it is an older working hub, metal flow has affected it, hence a difference in size/position of detail. Bingo! Setup for a DDR. I don't know the exact order of application(have to find out, hmmm?), but that is why you see doubling on EPU but not Memorial, or a rotational CCW shifting affecting the outer devices but not the Memorial. From my limited experience, generally a centrally located effect(Memorial, Bust) will be MDD, Master Die Doubling, just because of the amount of hubbings it takes to make the master Hub die. So when I see it BOTH in a central area, and outer devices(both sides) , I suspect MD first, then try to match attributions.
