Your coin at one point has been "clear coated", nail polish, varnish, has been worn off in spots causing those areas to naturally patinate.

I'm thinking the coating prevented the coins BU appearance to remain. The center area may have been the are nail polish remover may have been used to remove the coating.

It's some type of sticky residue on the coin. It's Post Strike Damage though.
