I believe this is some sort of Japanese medal. Can anyone help me identify what it is and translate if possible?

I can't help much with the translation, except to confirm that it is indeed Japanese, rather than Chinese. There's the little Japanese flag, plus the large symbol is the paulownia flower, used in Japan as a symbol of the Japanese parliament.

I can, however, tell you who is depicted on the coin. At the bottom below the portrait is an AD year: 1598. Below this is a date, in the Japanese imperial chronology: "The Third Year of the Keicho era, the 8th month, the 18th day". Wikipedia tells me that on this date, Toyotomi Hideyoshi died. Hideyoshi was a powerful warlord, widely revered in Japan today for unifying much of the country and codifying the concept of the samurai warrior as a full-time professional soldier.

On the top of the bust it reads "Toyotomi Hideyoshi" and Sap is correct about what he has said.

Now the reverse. The small incuse stamp on the left bottom reads "pure silver." The words on the top of the reverse read "Taikogiri," which is the name of the paulonia flower crest that Hideyoshi used often.

Rest of the characters read:
"Important art/
Toyotomi Hideyoshi image(portrait)/
Osaka Castle Toyokuni Shrine Collection."
Toyokuni Shrine was built in 1599 to commemorate Hideyoshi. I'd guess it's a medal that shows his portrait at the Shrine.
