Second, it looks like you are actually looking at the rim being a little less pronounce in this area. Is that right?

 fellow Texan! I don't see anything particularly special about this coin, but you have a good eye to pick up on the rim. From what I can tell from your photos, it could be circulation wear or Post Mint Damage ( PMD).
