This small coin is about 10 x 14 mm. Any idea of who it is? What the inscription means? What the mint mark is? Not much to go on, but you experienced collectors have surprised me more than once.

Not my area, but I perhaps the mintmark is SMKA (Cyzicus). Looks like VOT X MVLT XX reverse. Perhaps Theodosius I?
