It's a Magician's coin.
Mercury dime is glued inside the hollowed out cent.

Is not a mint error. Considered PMD.

The back of the cent was hollowed out to accommodate the dime. I believe these were made for a magic trick of some sort.
Check out my counterstamped Lincoln Cent collection:

They were made as a magic coin trick and sold by Adams magic as one maker. It is called the penny to dime. It is a penny shell that when a the magic block is passed over the loaded shell it changes into a dime.

The penny shell has a thin sheet on steel in it the shell is lifted by the magnet off the dime and then palmed as the block is removed leaving the dime.

The only other thing is you need a regular penny to pass out for examination with the dime.
IN magic it is commonly called a gaffed coin.
There are other assorted versions in about every type and size of coins along with combinations of differing countries.
It may just be stuck in the shell or it could have been glued in.

I was waiting to see if anybody would say it, but no one did so I will. You should not use a metal clip to hold coins,it may damage them.

There is no metal clip used the penny has a sheet of steel which is attracted to the magnet in the plastic block the shell just sits over the dime
