Double struck coins with the 2nd struck 95% off-centre are somewhat common (it is what causes small indents with partial brockages). Double struck coins, both strikes in collar are scarce. But, I think this one is rare. It is the only example I have like this, in my collection. Here is how I see this: First strike is 40% off-centre on both sides. The second strike is about 98%, however this one is uniface, suggesting that another blank planchet was loaded underneath and this one just slightly overlapped for the second strike. Somewhere out there, is a 1963 with a small indent to match... This looks like a tandem (saddle) strike. There's a visible "hump" in the direction of the hammer (reverse) dies, and the spacing is similar to the spacing seen in contemporaneous US coins. I was unaware that the RCM used dual or quad presses.
