I just left feedback for coin I received and I got this message (not verbatim), "Sellers can no longer leave Negative or Neutral Feedback. So please feel free to accurately rate this transaction.)
Is this true? If so it can help the issue with retaliatory feedback. The downside is the buyer has ALL the power. They can make unreasonable demands and threaten Neg feedback.
On the upside sellers will have to work harder to please their customers, and I do think (overall) the feedback will be more accurately represented.

G'day, as a buyer, ebay always seems to be weighted in favour of sellers. They don't part with an item until they are paid. The buyer may, or may not, receive the goods. It will be interesting to read reactions from sellers. Peter in Oz

The only time I ever left a neg for a seller was when it was richly deserved. The only time I ever received a neg as a buyer was in retaliation. It's all moot, now.

There was couple of occasions and that I wanted to leave neg feed back but didn't since I was worried the seller would leave me a neg.

I think its a bad move. What if a buyer makes ridiculous demands? I had that happen to me as a seller when I sold a football helmet on ebay. The idiot I sold it to claimed that the helmet was too small (it was an XL helmet per the sticker on the helmet from the manufacturer and it matched all other extra larges I had seen and sold without problem). Then when I asked him what hat size he wore he told me and based on that, the helmet should have been too BIG. So either he doesn't know his own hat size or cant read to save his life as the size range of the helmet as published by the manufacturer was in the auction description. So he bid on something thinking his hat size was outside the range and then got confused and said the helmet was too small. At the end, he gave me negative feedback because I stuck by my guns and stuck by the no return policy that was also in the description. He made a stupid mistake and then got defensive when I called out the facts, so out of anger he posted a negative against me. These situations, while rare, do happen people so why should sellers be at the mercy of buyers?

This issue has been discussed before as indicated. As a seller, I find it to be a big problem that I cannot leave a neg or neutral for a buyer who can't read the auction. And believe me, many buyers do not read the entire auction. And I will never leave feedback first as a seller, because I like to know if my buyer has i) paid for the item; ii) received the item and iii) is happy with the item. Until all three are met, leaving feedback would be premature. To me, if the buyer has won an item, he/she agrees to abide by the auction details. I am powerless as a seller to do anything when someone is unhappy and doesn't communicate privately first (also a huge problem). I think what ebay did is weaken it for sellers and strenghtened it for buyers. We should go back the way it was before, and if there are two negatives left, it should go to some type of arbitration to have the dispute resolved.

I kind of do agree that not letting sellers leave neutral feedback is too harsh, but not letting them leave negative might be okay. On the flipside, ebay could have just gone after scammers a lot more.

The only problems I see from this matter is a buyer can bid on anything he wants
and only pay for things he really wants. I have seen a lot of unpaid items since
this has gone into effect because buyers can't receive negs anymore so in turn
won't suffer any consequence from not paying for an item. They can even leave
negative feedback after not paying for an item, so they can threaten the seller
with negative feedback if the seller forces an unpaid item strike against them.
I hope this all makes sense because I am typing this in a state of anger from the
recent loss of picture fees, gallery fees, insertion fees from unpaid
items!!!!
